AB OBJECTIVE: Development of a more comprehensive response to the AIDS
epidemic during the middle term plan two (1994-1998), based on the
results achieved by the middle term plan one (1988-1993). METHODS: To
develop the MTP2, the National AIDS Control Programme has decided to use
1993 as a bridge-year, in order to develop a more comprehensive and
multisectorial approach to fight against AIDS. During this period,
several activities have been developped: an external evaluation of the
programme by a multisectorial and multinational team; a seminar with
provincial responsibles, in order to develop an efficient way to
decentralizing the AIDS Control Programme; a seminar with the media, in
order to develop a more systematic and complementary approach of their
action; a seminar with all the different sections of the society, to
reach a national consensus for the fight against AIDS. RESULTS: All
those activities have permitted to organize a multisectorial meeting to
develop the middle term plan two, using the target project planning
method and to obtain a comprehensive plan of action, involving all
sectors for the five coming years. DISCUSSION AND CONCLUSION: New
generation of MTP have to be developped with multisectorial
participation, based on experiences of MTPI using a systematic approach
to identify fields where effective interventions could be conducted.
